China has become the world's largest wind power country, with annual wind power generation exceeding 140 billion kWh, exceeding nuclear power and becoming the third largest power source after thermal power and hydropower. The installed capacity of the "Three North" areas with highly concentrated wind power development has reached 636.3 million kilowatt-hours. However, due to the small local electricity load, insufficient space for wind power absorption, limited capacity of cross-regional outward transmission channels, the large wind power can not be integrated into the large power grid, and the problem of wind abandonment is serious. In 2013, the abandoned wind power reached 16.1 billion kilowatt-hours.

Energy development needs timely matching of power grid

It is expected that by 2020, the development scale of 13 large hydropower bases, 15 large coal-fired power bases and 9 large wind power bases in China will reach 200,000,400,000 and 170 million kilowatts respectively. Qin Hongsan, deputy to the National People's Congress and general manager of Jiangxi Electric Power Company, believes that the distance between these large energy bases and the load center in the East and central regions is generally 800-4000 kilometers. Only through the construction of UHV large power grid, the construction of a strong power grid connecting all kinds of large-scale energy bases and major load centers in the country, and the promotion of intensive development of energy resources and large-scale optimal allocation, can the energy and power supply for economic and social development be guaranteed.

Cai Guoxiong, member of the CPPCC National Committee and Deputy Engineer of the Chinese Academy of Electrical Sciences, introduced that according to the development idea of "big base integration into big grid", the State Grid Corporation has studied and put forward the transmission planning of the energy base in the West and north of China and the hydropower base in the southwest of China. The electric power of Hami and Jiuquan energy base in Xinjiang and Gansu distributes power to central China through UHVDC projects, Inner Mongolia, Mongolia, Ximeng and Zhangbei The power of energy base is transmitted to North China, East China and Central China through UHV AC and DC, and the power of Sichuan hydropower base is transmitted to East China and Central China through UHV AC and DC. By speeding up the construction of cross-regional power grids, we can meet the needs of the development and delivery of 200 million kilowatts of wind power and 350 million kilowatts of hydropower in 2020, so as not to abandon wind and water.

Liang Ping, member of the CPPCC National Committee and chairman of Shaanxi Energy Group Company, said that at present, Shaanxi has signed energy cooperation agreements with Jiangsu, Hunan, Chongqing and other provinces and cities, initially reached energy cooperation intention with Shandong Province, and implemented the electricity market. It is understood that the State Grid Corporation plans to build two UHV AC substations in Jingbian and Longbin in Shaanxi Province, two UHV AC channels in Jingbian-Jinan and Longbin-Lianyungang, and an UHV DC channel in northern Shaanxi-Jiangxi Province, which collects coal and electricity resources in northern Shaanxi and Binchang coal bases, and transmits electricity to the load centers of North China, Central China and East China through three UHV channels.

Overall consideration of synchronous planning

From the national point of view, the eastern and central regions are the power load centers in China, and the peak shaving resources are relatively rich. The market potential of wind power, hydropower and other renewable energy has not been fully developed. "The fundamental measures to solve the problems of wind power abandonment in the three north areas and the transmission of hydropower in Sichuan are to speed up the construction of cross-regional power grids and to absorb renewable energy throughout the country." Cai Guoxiong said, "The key problem at present is that the regional links are still weak and can not meet the requirements of large-scale development and long-distance transmission of renewable energy." Cai Guoxiong suggested that we should establish a coordinating mechanism for centralized renewable energy development and synchronous planning and approval of cross-regional transmission channels as soon as possible so as to effectively improve the level of renewable energy development and utilization. He emphasized that the unified planning of wind power development and conventional power supply construction should be strengthened, and the construction of peak-shaving and frequency-regulating power sources such as pumped storage and gas power stations should be accelerated to promote wind power absorption.

Li Ningping, member of the CPPCC National Committee and chairman of Gansu Electric Power Investment Group Corporation, proposed that a resource-saving mechanism should be vigorously constructed across the three major fields of power generation, power grid and power consumption, and a "full process" energy-saving chain of power generation side, power grid side and customer side should be constructed.

Zhu Changlin suggested speeding up the development of energy, coal and wind power bases in the West and north, expanding the scale of power transmission from west to east, strictly controlling the construction of coal and power projects in Beijing, Tianjin, Hebei, Shandong and the Yangtze River Delta, and focusing on optimizing the power structure and layout to solve the haze problem. He believes that the power grid is the platform for optimizing the allocation of resources, and the basic national conditions of our country determine that the power grid needs to undertake the task of optimizing the allocation of resources across provinces and regions. Establish and improve the power network planning and management mechanism led by relevant government departments, compiled mainly by power grid enterprises and evaluated by intermediary consultation agencies.

Reporters noted that the coordinated development of power grid is also the focus of this year's "Guidelines for Energy Work in 2014" issued by the State Energy Administration. In the aspect of "vigorously developing clean energy and promoting green energy development", the opinions mentioned: "We should attach equal importance to centralized and distributed energy, combine centralized delivery with local absorption, steadily promote the development of renewable energy such as hydropower, wind power, solar energy, biomass energy and geothermal energy, and develop nuclear power safely and efficiently." While emphasizing the development of power supply, the opinions have repeatedly emphasized strengthening the construction of matching power grids.
